PSP Pixelate Tutorial
This tutorial will show you how to make a blend on Paint Shop Pro. I used PSP 8, but it should work for other PSP programs.
For this tutorial, I will be using this image:

Paste it (CTRL+V) on Paint Shop Pro. Your screen should look like this:

Next, go to the very top and click 'Effects'. Go down and click 'Distortion Effects', and then click 'Pixelate', as demonstarted below:

If a warning window pops up, just click 'OK'. This window should then appear:

You can change the block width and height to anything you want. I chose to use size '50'. When you're done, click 'OK'. Your screen should now look like this.

Now, press these commands in this order: First press CTRL+A (Select all), then press CTRL+C (Copy), and lastly press CTRL+Z (Undo). Your picture should look normal again. Now press CTRL+L (FYI: This makes a new 'Layer'). In the bottom right-hand corner, there should be a word that reads 'Raster'. Next to it is an hour glass looking icon. Pull the hourglass left to make a pixelated image. Below I have an example:
